    (2) The operator must ensure that: (a) the MTU is switched on and is operational at all times when the vessel is within – (i) the fishery waters; or (ii) any other area as may be agreed or designated by the Chief Executive Officer, and at the times prior to entry into any fishery waters or other prescribed area;
