9.4 The owners of foreign-flagged tuna vessels must hire, as part of the crew that performs manual work on the deck of the fishing vessel, personnel of Peruvian nationality in a number of no less than 30%, subject to compliance with the provisions that may be applicable in accordance with Peruvian legislation.
